Imagine, a pregnant women who needs to be rushed to the emergency room, you don't take the time to buckle her up b/c you are in a hurry (because it is an emergency). You crash and kill her and the baby on the way to the hospital. Now in the 3 seconds it takes to put on a seat belt you could have prevented this. That is why it is a must that we make this not just mandatory for all car manufacturers but we make it a law.

This has always been in discussion among the major car manufacturers. The reason these guys have implemented all the bells and whistles but this is because it is a matter of safety enforcement vs. ease of use (read: inability). Disabling a user to do a critical task (which defeats the purpose of the object and subject itself in this case Driving a car, which is the sole reason he is sitting in it because of a sub-concern is not appreciable) and research has shown that in most cases a feature should not disable a person in everyday task unless highly critical.

Even in safety conscious states like US and Europe, emergency takes precedence on safety issues. Just for illustration, say a person is witnessing a medical emergency - do you expect him or driver to wear a seat belt when he's rushing or even bother about it?

On the side note, that is the reason Honda cars usually "just" BEEP after every interval to remind when a driver isn't wearing a seat belt BUT do not enforce it.

That's an official idea i can see progressing into something beneficial to the general public. The best part is that it's profitable as well so all players win (Cha-Ching)
