		<description>The issue that works against your proposal is that each carrier has its own coverage and/or capacity needs that are not necessarily the same as other carriers.  What might be a critical site to one carrier might not be useful at all to another, or not useful at the time the first carrier needs the site (hence, no auction).

Wireless carriers employ real property agents to find suitable candidate sites, handle the lease option/lease negotiations, and to deal with the (usually lengthy) negotiations with the government agencies regarding permitting.   

These factors to not lend themselves to an auction approach for cell siting.
