Lots of people want to offer their land or building for cell tower construction. There should be a system which facilitates these candidates and matches them to mobile companies.

    The issue that works against your proposal is that each carrier has its own coverage and/or capacity needs that are not necessarily the same as other carriers. What might be a critical site to one carrier might not be useful at all to another, or not useful at the time the first carrier needs the site (hence, no auction).

    Wireless carriers employ real property agents to find suitable candidate sites, handle the lease option/lease negotiations, and to deal with the (usually lengthy) negotiations with the government agencies regarding permitting.

    These factors to not lend themselves to an auction approach for cell siting.

    There might be a portal which can contain all the advertisements which cell phone companies want to advertise just like any other job posting website but most of or in fact all the cell phone companies want to do this type of work by themselves.

    A similar thing can be done in case of billboards and can be integrated with it too. That is, a B2B portal that connects those people, who are interested to offer their building for billboards or mobile towers, with cellular operators and advertisers.
